The Conservative (not Paleoconservative, not Neoconservative) Black Guy is back, and back with an idea to level the electoral landscape. Let’s get right into it.

MICHIGAN ELECTORAL COLLEGE

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:

A State of Michigan Electoral College shall be enacted.

Gubernatorial elections shall no longer be decided on the popular vote, but on the electoral vote.

(A) The State of Michigan has 83 counties. This means that the State of Michigan Electoral College has a total of 83 electoral votes.

(B) Each county has 1 Electoral Vote, each county will have it’s own Elector. No Senator, or Representative or Person holding an Office of Trust or Profit under the State of Michigan shall be appointed an Elector. Electors shall be elected in a General Election by the People of the State of Michigan, and hold said position for 4 years.

(C) In order to win a single electoral vote, a majority of the popular vote must be attained, within a given county, then that vote total must be certified by hand audit within 24 hours of poll closure.

(D) The winner of the gubernatorial election will have won the majority of electoral votes.

Voting integrity will be maintained.

(E) Poll watchers shall be volunteers deputized by County law enforcement, and shall be accompanied by a Posse, chosen by the Poll Watcher, and deputized by the County Sheriff. These individuals shall have full police powers, and shall be issued appropriate credentials, in the commission of their duties during the course of the election, until such time as the State of Michigan declares the election over, or their powers are revoked in writing by the County Sheriff. These Poll Watchers and their Posse are empowered to notify the State of Michigan, the County and local law enforcement in the event of irregularities, as well as perform detentions and arrests, if necessary, in the commission of their duties. Poll Watchers and their Posse have the authority to detain and arrest in events of voter fraud, and similar crimes. The law enforcement duties of the Poll Watcher and Posse shall be limited to that which pertains to the election. Outside of that, it must conform to the Michigan State and United States Constitutions.

(F) AUDIT: A hand audit must be conducted within 24 hours of a county’s poll closure. This audit must be supervised by Poll Watchers and their Posse. If any irregularities are detected, the Poll Watcher and/or the Posse are within their authority to order a halt and investigate the proceedings, as well as be given the assistance of the Michigan State Police. Not until after the completion and certification of the Audit shall the Elector cast their Electoral Vote.

(G) Barring a Poll watcher, or member of a Poll Watcher’s Posse from entry, or unlawfully expelling a Poll Watcher, or member of a Poll Watcher’s Posse, shall be charged as a Class B Felony, and all responsible parties can be arrested and charged, on the spot, by said Poll Watcher and/or the Posse. This includes during the execution of their duty overseeing the polls, as well as their oversight of audits.

In terms of national elections, the State of Michigan has 16 electoral votes.

(A) Electoral votes will be awarded on the basis of winning counties. Each county has a fractional Electoral Vote, equal to .1927710843 Electoral Votes. This number can only change with the introduction or loss of counties. Population has no bearing on this number.

(B) The number of Electors will be equal to the whole number of Senators and Representatives to which the State may be entitled in the United States Congress. No Senator, or Representative or Person holding an Office of Trust or Profit under the United States shall be appointed an Elector.

(C) Each of the Electors will have counties divided among them. If the amount is a fractional number, Electors chosen by coin toss will have 1 extra county assigned to them. If the amount of Michigan Electors remains stable, increases, or decreases, the math will be altered so the minimal amount of Electors will have an extra county assigned to them. Circa 2021, the 16 national Electors would have 5 counties assigned to them, and 3 randomly chosen Electors would have 1 extra County assigned to them.

Voting integrity will be maintained.

(D) When the Counties assigned under a single Elector have completed their vote tally, and a single candidate has won the majority vote, an audit will be immediately commenced, within 24 hours after poll closure.

ENACTING SECTION: This act will go into effect 30 days after it is signed into law.

Too many states rely on population density to push political agendas. With the passage of this law, Michigan, and any other state with such a law, would eliminate this un-American “needs of the many outweigh the needs of the few, or the one” politicking. Whereas politicians used to cater to just their high density population centers, and use them to foist themselves on the rest of a probably unwilling state, now, with every county in the state having an equal voice, not based on population, every vote will truly count, and politician will have to start thinking outside their little population box.

Sure, some people wouldn’t like this, and won’t like this law I’ve proposed. You know how I feel about that.

With the ever-present corruption in the form of voter fraud, the Poll Watchers would have the power to actually intervene, legally. No law lacking hard, sharp teeth is of any value, and that is more evident, than ever, with impotent poll watchers being kicked out, kicking and crying, and not being able to do anything about it.

In terms of the State level gubernatorial elections, governors would have to have a lot more universal appeal, not just appeal to certain parts of the state. As far as national elections go, it would make it harder for certain politicians to win the State of Michigan, or if they did, they wouldn’t win as big as they thought they could’ve. This means more competitive campaigning would be necessary, and you’d have to work harder to get the voters to take your side. You won’t have a politician winning the whole state, just because they got the 672,662 (circa 2018) people of Detroit to vote for them, in what is normally a monolithic ideological/party vote. No, you’ll have to not only win Wayne County (where Detroit squats), but Washtenaw County, Oakland, Macomb, Ingham, Kent, Mackinac, Emmet, Iosco, Gratiot, Iron, Delta, Alger, Grand Traverse, Montgomery, Montcalm, etc. Your message had better be on point, and you’d better come correct, with your campaigning.

It’s easy to tell who won’t like this, and it’s fairly easy to determine who’d be more amenable to it.
